Meeting Minutes from the 10/5/2016 meeting
EAA Chapter 31 Meeting, October 5th, 2016
The dinner portion of the meeting started at 6:00 PM hosted by Virgil and Bridget Pratt. Bridget made her fabulous spaghetti, with wonderful garlic bread, salad,home-made brownies and a drink for only $5? WOW!! . Don’t miss her next great meal!!
The meeting started with the pledge of allegiance at 6:59:50 PM. President John Kuehl, VP Bill Johnson and Secretary/ Treasurer Randy Stout were present. The business and entertainment portion of the meeting was called then to order. There were 22 members and 1 guest in attendance. The guest was Emma Nolan, a new pilot and friend of Bill Johnson’s. Welcome to all!!
Next Chapter breakfast is Saturday, October 15th. Come out to the clubhouse in the AM and pay $5 for an “all you can eat” breakfast of eggs, bacon, sausage, pancakes, OJ, coffee and camaraderie!! Starts at 9:00 and runs to about 10:30 or so. The OACAC will be using the clubhouse around noon, and several of the members should be in for breakfast. Bridget will be gone so President John asked for volunteers and got a good show of hands. Thanks in advance guys!
The old business was called for and the discussion started about the upcoming Christmas party. John Stahr, the President of Chapter 1457 in Eugene will let John Kuehl know if they want the clubhouse for the party, of if they are going to hold it in his shop. Both chapters trade off hosting duties, and it is their year.
Doug Kindred noted that the memorial service for past member Leonard Tarantola will be at the Unity of the Valley Church at 39th and Hilyard St.at 3:00 on Sunday the 16th.

VP Johnson then gave a quick report on the recent Reno Air Races. Only one accident with no big injuries. 12 unlimited planes, 2 P-51’s but not Rare Bear. Voodoo 1 hit 489 MPH. The T-6’s were regularly clocked at 250+ MPH. A lot of International Formula 1’s.
Past President Gary Ludeke gave a quick report on 1) the RV-3 project (keeps getting stalled but he will be working on it this month), 2) Oregon Air Tour and 3) the beginning of the flying club (outside of EAA Chapter 31’s activities). The flying club is in the initial assessment of interest mode. Once a number of potential members have been identified, a consensus on which aircraft to buy will be made. Rusty Bartel has offered his C-150 as a potential Club Aircraft. Both Gary and Bill Dewey will sparkplug this effort, with Gary giving instruction and BFR’s and Bill turning wrenches with his A/P license. Thanks Guys!!
President John announced that next meeting we will be hosting the President of Dynon Avionics who will bring with him a good assortment of their offerings. Don’t miss this!!
He also thanked Alan Weider for installing the 2 new hybrid toilets that Walt Weischedel bought for us from Costco. Thanks to the both of them!
There being no other business, President John invited Alan Weider to come up and give his presentation on Automated Dependent Surveillance-Broadcast. This was a very informative talk with many graphics that helped the group understand what it is, who needs it, what happens if you don’t have it in 2020, what it costs, who sells it and for what price, and should I get the IN equipment in my aircraft. He showed a nice Raspberry PI based IN system he bought on line from Amazon through www.stratux.me for $165. He also noted that 95% of the USA airspace is outside of the class where you will need ADS-B equipment to operate, and that includes EUG, SLE, MFD. Thanks Alan again for this very complete presentation!
President John then ran the Chapter Video from EAA National.
There being no other business, the meeting was then adjourned at 8:25 PM
Respectfully submitted,
Randall Stout, Secretary/ Treasurer

New Flying Club for EAA 31 and 1457 Members
As some of you know, Bill Dewey and I have been knocking around an idea of forming a flying club for our members. It is important to note that the club would not in any way be associated with the chapter as it is not allowed by EAA national. Chapter 31 would simply facilitate the creation and operation of the club but it would be strictly owned totally by the club members. An aircraft that is seriously being considered as the club airplane is a 1967 Cessna 150G currently owned by a Chapter 31 member, Rusty Bartel. Rusty is building an RV-12 and is willing to sell the Cessna to the club. The airplane has about 4,665 hours total time and 462 hours since major overhaul on the engine. It’s appearance in my estimation is at least an 8 out of 10, maybe even a 9. A quick check on the “Vref” web site shows the value to be around $17,000. So, for example, if the club has 6 members, the airplane could probably be acquired for under $3,000 per member. Of course, there are a lot of other costs involved such as insurance, a hangar or tie-down and maintenance.
This club might also be a way to increase our membership. I, for example, know two people who are not EAA members but have expressed an interest in the club to me. This, by the way, is not something new in our chapter. There have been two previous clubs organized through the chapter. One was based on a Taylorcraft and the other on an Ercoupe. The chapter has the paperwork that can serve as a guide in getting through the mechanics and legalities of setting up and operating the club.
Bill Dewey and I both own an airplane and would not be share holders in the club but we are willing to be the “spark plugs” to help get this thing started if there is enough interest. We just need to get a sign-up list going and then have an organizational meeting to see who is really serious about seeing this club happen. It’s also up to the actual members of this club to decide if Rusty’s 150 is the way they want to go, or if they would rather pursue something else, either a different 150 or another model of airplane.
If you have a serious interest in seeing this club become a reality, please try to attend our next regularly chapter meeting on Wednesday, October 5.

Meeting Minutes of the 9/7/2016 meeting
EAA Chapter 31 Meeting, September 7th, 2016
The dinner portion of the meeting started at 6:00 PM. There were Costco Hot Dogs, great hamburgers, chips and a drink for only $5.
The meeting started with the pledge of allegiance at 7:02 PM. President John Kuehl, VP Bill Johnson and Secretary/ Treasurer Randy Stout were present. The business and entertainment portion of the meeting was called then to order. There were 21 members in attendance. Welcome to all!!
Next Chapter breakfast is Saturday, September 17th. Come out to the clubhouse in the AM and pay $5 for an “all you can eat” breakfast of eggs, bacon, sausage, pancakes, OJ, coffee and camaraderie!! Starts at 9:00 and runs to about 10:30 or so.
President John then spoke about his trip to Oshkosh. He purchased for our chapter 21 EAA T Shirts for sale for $5 during our next YE event. He spoke about all the drone exhibits and the 3D printers. He then launched into the monthly EAA Chapter Video, which featured the “Lil Cub STOL” aircraft.
After the video, he thanked Ken Schmidt for donating a new First Aid Kit. (I saw him hanging it up on the wall after breakfast on Saturday!) Thanks Ken!!
He then noted that the RV-3 static display project is coming to life again, thanks to Gary Ludeke and friends. Tom Cunningham reminded Gary that he is willing and able to help with this project.
He also asked the Secretary to check into the status of the brick for Hal Skinner (Hal and Milo Skinner’s accident was remembered at this time, as it occurred just over a year ago) The status is: the club is waiting for another 2 bricks to be purchased in order to have the mandatory 5 brick minimum to place the order.
Alan Weider noted that anyone who is looking for the lease expensive (around $2000) certified ADS-B out system, should check out the Free Flight unit. He also recommended that you make your own ADS-B In unit with a Raspberry Pi.
Bill Dewey then suggested we dust off the idea of starting a flying club, outside of EAA of course. President John noted that AOPA has a “Form a Flying Club” plan available, and Secretary Stout pulled all the old flying club info out of the archives and gave it to him.
It was then noted that WAAM in Hood River will be holding their annual fly-in this weekend.
There being no other business, the meeting was then adjourned at 8:15 PM
Respectfully submitted,
Randall Stout, Secretary/ Treasurer
